Kad je 1997. godine na glavnom sastanku Bureau International des Expositions (Međunarodnog ureda za izložbe) odlučeno da će se prvi Expo u 21. stoljeću održati u prefekturi Aichi, Japansko udruženje za Svjetsku izložbu 2005. (japanski Expo) namjeravalo je posjeći šumu Kaisho radi lokacije za Expo, ali moralo se uzeti u obzir kako će to djelovati na prirodni okoliš. Šuma Kaisho je poznata kao gnjezdilište jastreba kokošara, koji je ugrožena vrsta, pa je japanski Expo zabrinuo ne samo mjesno stanovništvo nego i zaštitnike okoliša. When it was decided by the general meeting of the Bureau International des Expositions (International Exhibitions Bureau) that the first Expo of the 21st century was to be held in Aichi in 1997, the Japan Association for the 2005 World Exposition (Japan Expo) was going to clear Kaisho Forest for the Expo site, but they had to consider the effect on natural environment. Kaisho Forest is known as a nesting area for the goshawk, an endangered species, and so the Japan Expo was of great concern not only to the local residents but also to environmentalists. As a result, Kaisho Forest could not be cleared.
